What is a liquefaction zone? California's seismic hazard zones explained

During strong shaking, loose water-saturated sandy soil can behave like a liquid — buildings settle or tilt, buried tanks float, and pipelines snap. California maps where ground conditions make this plausible, and those state-mapped liquefaction zones show up in Bay Area disclosure packets constantly. Here is what the designation actually means.

The mechanism, in one paragraph

Loose sand below the water table is a skeleton of grains with water filling the gaps. Strong shaking rearranges the grains; for a few seconds the water carries the load, the soil loses its strength, and anything resting on it — foundations, pavement, pipes — moves. When the shaking stops, the soil re-solidifies, often lower and tilted. That is liquefaction: not the ground opening up, but the ground briefly refusing to be solid.

What the state zone actually is

Under the Seismic Hazards Mapping Act (1990, passed after Loma Prieta), the California Geological Survey publishes Seismic Hazard Zone maps designating zones of required investigation for liquefaction and for earthquake-induced landslides. The trigger is regulatory: inside the zone, a city or county cannot approve most new development until a geotechnical study evaluates the hazard and the project incorporates any needed mitigation. Zone membership is also a statutory line item on every California Natural Hazard Disclosure statement.

What it means when you are buying

  • For most existing homes, the practical impact is the disclosure line and what it tells you to ask: what is the foundation type, has the house settled, and did any past permit require a soils report you can read?
  • For new construction, the zone’s work is already done — the building exists because a geotechnical study and any required ground improvement got it permitted. Ask for that report; it is the best soil information you will ever get about the lot.
  • For insurance, note that standard homeowners policies exclude earthquake damage entirely; earthquake coverage (e.g. via the California Earthquake Authority) is a separate decision the zone map usefully informs.

Where the Bay Area zones concentrate

The pattern follows the geology: the filled bay margin — Alameda (about half the island is zoned), Foster City, San Francisco’s Marina and SoMa flatlands — plus the alluvial valley floors of San Jose and the Santa Clara Valley, where creek-deposited sands and shallow groundwater put nearly half the city’s area in a zone. Hill neighborhoods on bedrock, by contrast, are mostly zone-free (their seismic question is landslides instead). Every city page shows the zoned share for that city.

Frequently asked questions

Does a liquefaction zone mean my house will sink in an earthquake?
No. The official name is 'zone of required investigation': ground conditions (young, loose, saturated sediments) make liquefaction plausible enough that new development must study the site first. Whether a specific lot actually liquefies depends on soil layers, groundwater depth, and shaking intensity — and existing homes on shallow foundations have ridden out zoned areas in past earthquakes with anything from no damage to significant settlement.
What is required if I build or remodel in one?
New construction and significant projects need a site-specific geotechnical investigation before permitting, and if the study confirms a hazard, engineered mitigation — ground improvement, deeper foundations, or structural design that tolerates settlement. Routine remodels of existing homes generally are not affected.
Is liquefaction the same as being near a fault?
No. Distance to a fault matters for shaking strength and surface rupture (see Alquist-Priolo zones), but liquefaction is about what the ground under you does when shaken. Some of the Bay Area's most liquefaction-prone land — bay fill and old creek deposits — is miles from the nearest fault trace.
Why do liquefaction zones cover so much of the Bay Area's flatlands?
Because much of the bay margin is artificial fill or young bay mud, and the valley floors are creek-deposited sand with shallow groundwater — exactly the recipe. The 1989 Loma Prieta earthquake made the point vividly: San Francisco's Marina District, built partly on 1915 fair rubble fill, saw concentrated liquefaction damage despite being ~60 miles from the epicenter.
